Preparation Steps
- Slice the beef sirloin or flank steak thinly against the grain, about ¼ inch thick.
- In a large mixing bowl, whisk together cornstarch, flour, baking powder, salt, and pepper.
- Add in the egg and gradually pour in the water, mixing until smooth.
- Heat enough vegetable oil in a frying pan over medium-high heat until it reaches around 350°F (175°C).
- Dip each beef slice into the batter, then fry in batches for about 3-4 minutes until golden and crispy.
- In the same pan, add sesame oil and sauté garlic, ginger, onion, and bell pepper for 3-4 minutes.
- Stir in soy sauce, rice vinegar, hoisin sauce, chili sauce, and sugar; simmer for 2-3 minutes.
- Add the crispy beef strips to the sauce and toss to coat thoroughly; stir-fry for another 2-3 minutes.
- Garnish with sliced chilies and chopped green onions, and serve immediately.
