- Whisk together flour, cocoa powder, baking soda, and salt in a bowl. Cream butter with granulated and brown sugar until fluffy. Beat in eggs, then add vanilla. Gradually fold in dry ingredients and chocolate chips. Chill for 30 minutes.
- Preheat oven to 350°F (175°C). Shape chilled dough into 2-tablespoon portions, flatten and place a marshmallow in the center. Wrap dough around marshmallow and roll in granulated sugar.
