Step-by-Step Instructions
  1. Preheat your oven to 375°F (190°C) and line a muffin tin with paper liners.
  2. In a large mixing bowl, whisk together flour, baking powder, baking soda, salt, ground cinnamon, and ground nutmeg.
  3. In a separate bowl, mix together granulated sugar, brown sugar, melted butter, pumpkin puree, eggs, and vanilla extract until smooth.
  4. Fold the wet ingredients into the dry ingredients until just combined.
  5. Gradually stir in milk until the batter is smooth and pourable.
  6. In a small bowl, mix granulated sugar, ground cinnamon, and melted butter for the cinnamon swirl.
